This publication, endorsed by the Local Government Task Force, seeks to encourage
all those involved in procurement to look outside their specific work areas
by considering the wider picture within their authorities. It attempts to facilitate
close working relationships between procurement officers and their auditors,
with a view to removing the perceived obstacles to change. It has been prepared
in order to help people move outside their traditional ‘comfort zones’
and accommodate the culture changes that are required to achieve modern and
effective procurement.
The stages involved in the production of a documented procurement strategy are
outlined within this publication, together with useful practical guidance on
how each stage can be completed effectively. Specific issues are not examined
in detail as considerable guidance material is available from other sources,
as indicated within the bibliography and contacts sections for further reference
if required.
