This work introduces managers across the public services to the theories and concepts of performance measurement in the public services. It draws on extensive literature on the use of performance measurement techniques and practices in both the private and public sectors to identify different approaches to performance measurement. These suggest aspects or elements of performance which managers in the public services may wish to consider when developing systems for performance measurement and reporting in their own organisations. It sets out the basic principles of sound performance measurement and reporting and discusses the various tools and techniques which can be used when developing and operating performance measurement systems.
