Health inequalities have widened - not narrowed - since the NHS began. Rabbi Julia Neuberger’s report explores some reasons for this and argues that the continuing emphasis on saving lives without at least an equal emphasis on improving quality of life limits the potential of the Government’s reforms. She ends with some suggested action points to harness the potential of local communities to put health at the centre of the agenda.
